Why? That's a heavy enough leather that a liner isn't necessary for the boot to hold its shape, and since it's rough out, the smooth side of the leather is on the inside, so a liner wouldn't be an improvement in feel. Boots will be cooler without the extra leather, too.

I have owned 8 or 9 pairs of Whites, only ever had a leather liner in 1 pair, never missed not having one.

Exactly, I wasn't stating an opinion, simply sharing my own experience.
