Doesn't really look that different to me, could simply be two different people measuring the jacket?

Possibly, but unlikely. We all (IHUK) regularly measure the same item of clothing and then compare our results. If there is any appreciable difference, we work out why that is and make the appropriate changes to how the person with the variance measures. We do that, so any one of us can measure an article and the results are likely to be the same as anyone else.
