As I’m actually more like a 36” waist, is it best to go with a 35” and allow for some stretch? Don’t want them to fit and then with wear be hanging too low.

From what I know for IH chinos, I don't think they stretch much… maybe half an inch at most? but then they will shrink back up when you wash/dry.  For me I would go with your true size.

I finally pulled the trigger on these as my beloved 707 needed to be replaced and what can I say? They're exactly what I was looking for, namely a slimmed down version of the former. Don't sleep on them, people! Oh, and now I am really hoping for an olive version somewhere in the future.
