Decided keep the jacket. I used the recommendations of @adam313 and the shrinkage info from @@the_bourbon_denim_guy to create my own shrinkage plan: I did a wash cycle on warm with a medium spin cycle, 5 minutes on medium heat in the dryer to warm it up, then put it on and crushed the arms as far up my arm as I could get them, then wore it like that for a half hour, occasionally flexing my arms in front of me to work the creases and stretch the P2P, then hung to dry.
The goal was to limit the shrinkage in the chest area but try to get a little out of the rest, the combined shoulder and arm shrinkage was satisfactory, the wet stretching increased the chest measurement to a better measurement for me:
Before/After
Shoulders - 20.5 / 20
Length - 28.2 / 28
P2P - 25.0 / 25.3
Opening - 22.8 / 22.8
Sleeve - 29.5 / 29.2
Sleeve Opening - 5.3 / 5 -
So how does it look when worn normally? As a rule if I had to go to these extremes I would probably think it’s not for me. But that’s just me

Really small changes in measurements. Can you really feel a difference?
The combination of shoulders and sleeve length lost, and Adam313's wet sleeve setting process, fixed the arms for me without affecting the chest. This was a follow up to his recommendations from a week ago. Yeah the measurement changes aren't too interesting, but I have them and someone may benefit from them.
@spitfiredealer It's just wetting and wearing to affect the fit. I really like the jacket and wanted to make it work.

Looks like it did the trick. The measurements are essentially just reflecting the shrink. When worn, the creases will eat up additional length, albeit minimal, and the increased pliability of the fabric should help to keep the sleeves where they need to be.
Looks like it fits just fine everywhere else. Once it dries, I'm interested to see how it looks all buttoned up

I sent an XL back to IHUK today, should be there by Wednesday or Thursday if anybody needs an XL. The sleeve length didn't work for me. Just a bit too long. Great jacket though.
