I'm not aware of this. They definitely have a performance enhancing substance policy which is worded that way to specifically open it up beyond illegal drugs. I'm not on board with the NFL rigging conspiracy theories, I just think the rules are too heavily reliant on in person officiating on the field when there are so many different camera angles to take advantage of. I understand that seeing the the game while its moving from the field perspective leads to a lot of missed calls and I understand how excessive calls result from the league emphasizing certain actions.
