Verdict after a 45 minute walk in moderate rain, it’s not waterproof, but it is water repellent and resistant. Where the water sat on my shoulders it eventually seeped into the fabric, but where it was on my front and back it dripped off before it could seep in.
And the lining is nice and warm. Didn’t feel the cold or wetness underneath the jacket at all.

@jevans41 Sorry, just seen your Q.
It's hard to say as different fabrics have different thicknesses, etc. In a UHF flannel I usually go for ~23 inches in the P2P measurement. I can go a bit thinner in something that will stretch, like a T-shirt, and usually size down to an L in those for a fitted look.
For reference, I just measured myself at 42inches around my chest (taken at nipple height) but was a bit tricky to measure myself.
